My PC and The NPC collide are laid upon each other. I can only assume I have not installed FNIS properly. I would appreciate some advice or guidance.

Flowergirls is outdated and unsupported these days but you can still use it, it's a requirement for some mods. I would recommend OSA for Ostim 1.3, Ostim NG with Open Animations RE for Ostim. Right after that the clones of your character started back up again, just as the mod intended. I'm at about 90+ mods at this point and it's still working just fine. Maybe VRIK must be the mod that fixed/broke it for you.
