Act 2 NM defensive aura merc is much more effective than a act 5 merc on a budget. Try leveling your merc up in Baal runs for his survivability. Your build depends if you want him for offensive purposes or distraction purposes. Also, remember shift + potion automatically is dropped into your merc which helps a ton!.
